The problem I wanted to address was not the amount of electricity the fans used which i realise is very little but the 5% of the heat that is wasted in the operation of the unit  I also understand that overall air quality is most important

Only 5% of the ventilation component of heat loss which might be half of total in a Passivhaus and less than that in a low energy house. That is probably compensated by fact that continual running MVHR more efficient than when running in boost setting to purge built up smells etc. Also window might get opened more for same. Don't worry about it, there will be better ways to save 2% of your anual heating energy without risking odours or occasional high RH and mould.
