Why is that so many authorities are still allowing major refurbishment of homes to proceed without any upgrade of wall insulation? When huge areas (50%) of plaster are being hacked off for injection damp proofing surely to comply the walls should be brought up to modern standards. Some BCO's take that view others don't.

Having worked with a couple of Local Authorities intensively over the years I can catergorically say that the construction professionals are generally inept and ignorant of what they are doing. That's not to say that they all are but most I have come across.

A real challenge to us all is to educate these people who could make such a huge difference to a large quantity of the British housing stock.

I fear that they will need to be pushed from Government rather than Authorities take it upon them selves to address the problem.

What about if they put condensing boilers in, installed 300mm of loft insulation,  and make the (assume sash) windows properly draughtproofed?

Surely this would reduce CO2 emissions more than from installing wall insulation, with all its problems of loosing skrting, architrave etc?
(just being devils advocate...)
