what has this to do with using tax to change behaviour?
I agree fire risk with eps and other types of insulant is a concern and needs to be considered , you started a thread on the subject , why dont you post this info there.
There are many other alternative insulants available and with your experience it would be helpful if you could post info on them on that thread.
As you earlier agreed tax systems can be used to change behaviour , perhaps it could be used to encourage the use of those preferred alternative insulants, those with a less negative impact.
I worked on my first EWIS job as a labourer about 25 years , XPS , GRP mesh render, solvent based finish , rubbish stuff. Later our job was going round doing remedial work , mainly caused from the GRP render straight on top of solid walls, decoupling as a result of what I presumed to be trapped moisture due to the solvent based finish or different thermal movement of the 2 layers.
So how about less of the sensationalism and more info on viable alternative.
