I don't think the continent would take UK controls seriously.

One german boiler manufacturer removes the control logic from their boiler putting in a simplified PCB saving a bit of money on costs
another one developed a boiler specifically for the UK market
Britain's biggest selling boilers could not be installed in Germany or Holland....
The result is that the UK is seen as a cash cow for the foreign owned manufacturers and no one gets the training or information they need to install boilers as the designers intended
(note boiler manufacturers only want to sell boilers, understandably they dont want to have to train installers or engineers!)
