Abstract
This short briefing by the Association for the Conservation of Energy for the Energy Bill Revolution reviews progress under the Energy Company Obligation (ECO) and the Green Deal so far. It compares this to what has been delivered by energy efficiency programmes since the turn of the century to date. It examines the likely impact of the recently proposed changes to the ECO and the Green Deal, and compares this to what needs to happen to properly reduce carbon emissions from housing, and comprehensively tackle fuel poverty.
