Your document contains welcome and important guidance to developers and homeowners. As with all guidance it is crucial to have backup at all levels to continue to guide those looking to adopt the principles and to help them implement them on the ground. The AECB is ideally placed to provide this help – I will outline suggestions for how we might have a role in helping the council implement its guidance, amongst our main comments.
Below is the response of the Association for Environmentally Conscious Building (AECB) to the Draft document BREEAM for Schools. We welcome the fact that there is to be a rating system for the sustainability of new school buildings. We would like to see a rigorous scheme that goes far beyond BREEAM for Offices in its environmental detailing. We would like to see the use of “compulsory” aspects of the assessment, i.e. some points which must be addressed in order to achieve a satisfactory rating.

In response to the above consultation document please find attached the response form from the Association for Environment Conscious Building.
An urban myth is doing the rounds in the UK at present, which is gaining more and more credence. It is said that specifying electric resistance space and water heating is more environmentally sustainable than specifying a gas condensing boiler. The argument is that if the occupier signs up to a renewable energy supplier then there will be zero CO2 emissions for the heating for the property in question.
A growing number of new UK buildings, notably flats in London, are all-electric. They have no gas supply. Supporters defend this on the grounds that one can now purchase “green electricity”. This paper probes the reality which lies behind this claim.
